The upraised Uraeus depicted with the hood spread and tail curled-up at the back, the head facing forward, carefully detailed markings to the hood, tail, eyes and mouth, on a raised plinth.
The material is light in weight, likely made from jet-wood but possibly steatite. Jet is a geological material, derived from decaying wood under extreme pressure.
